Does Panda run plugins to keep players from joining a game with only one slot left for admins? (1 Viewer)

It happens a lot for me where I'll attempt to join JB when there's a good 30-31 people on, and it will repeatedly tell me the server is full. I remember this issue a few years back on roblox with essentially the same issues, but I've never had this issue on TF2 even when joining servers with a single open slot. Does Panda do something to prevent servers from being filled all the way up in case an admin needs to join?

On 32 player servers there is a reserved slot for admins/donators on 24/20 player servers the server temporarily creates an extra slot and then kicks out someone else, hope this helps you out.

not directly correct 20/24 slot servers have 4 hidden slots meaning it doesnt kick anyone.
