the sole difference between the two is that koth has health packs, arena does not
while it's typically given to have medics and engies in a ff2 game, the team shouldn't have to rely on them for all of the health
in my experience, many people avoid voting for badlands, only for the no health packs thing

I would go for the koth one, the health packs aren’t out in the open so you may have to deal with hale while trying to grab that health.

Arena_badlands is an old/original tf2 map. From my experience, seeing it go away would be kind of heartbreaking, the purpose of arena maps is to fight to the death, but with too many hp and ammo packs, cough military base cough it will turn from a fun map to play on into a jumping map for soldiers and demos.

your idea to change arena_badlands to koth_badlands has its upsides :

+ more ammo packs which can be handy.

+ finally some hp packs.

Overall the map would be really interesting, so i agree with your suggestion.

also granary and ravine have this no health pack issue, since they're arena mode maps, so here's some community made koth alterations of the maps that do have health packs and some other minor improvements:
