Can i somehow make my ping higher? (1 Viewer)

Im usually playing on US JB server and my ping is always 150-170 and im ok with that( most of the time),ive started playing jb maps alone to practice the minigames,but on my server ping is 1-2,
can i somehow make my ping higher on my private server to be around 150? i tried to download games in the background while tf2 is running but my ping doesnt go high that much.
