What is the best class and the best items for sniper`?

I think there is little discussion that the best class for a Sniper is a Sniper.
As for the best items it depends on the person or on the situation. There really is no guide to it, though.

Anyway, to your question, there's no "best" race for Sniper, all races are balanced and everyone got his ups and downs.
You may want to check all races + information here and choose the race that best suits you.

Also, Loadout depends on the race, so once you've chosen a race, please tell me, and I'll look at good loadouts for it.
