Tested this, you can easily get out of the room, the current rule for baiting is as stated.

"The Warden can't bait Prisoners just as the Guards can't bait Prisoners.
Baiting means getting up close to the Prisoners or spinning your weapons or zoom up with your rifles. "

If the prisoner felt baited he would have said something in the chat asking the engi to move his building. You need to provide more than screenshots for baiting most of the time, try using the demo system within tf2.
