Erm... I guess it seems legit enough to be baiting.
Future reference; for these kinds of reports, it's best to record a video or even a .dem file. It makes it easier for the staff to observe and handle reports properly

I'll put him up for a 120 minute Guardban and mark this as Accepted, but please keep what I said above in mind for future reports.
