Completed [db] Lower voicecommand delay
As the tittle says, lower the voicecommand delay on dodgeball servers, the delay is quite massive normally and would make it more interesting if we could kinda spam it but still have some sort of delay. Figured setting tf_max_voice_speak_delay to -0.7 seems to be somewhat of an alright value...
