I'd say that health packs may lead to unbalance, however ammo packs are required - if you're killing people at medium, long range you can't acquire any ammo dropped by them, due to low ammount of players there's usually no dispensers around too. Think about it.

The cp_orange_x3_panda_b2 map feels a bit empty, I'd suggest adding some ammo packs in certain areas of the map so that running back to spawn wouldn't be necessary. A few small, medium health kits would be nice too to prevent dying from burning damage.

Reasons? Heh, not a shit changed here, it's easier to ban someone than fixing the exploits which were used by players for over 6 months :DDD. I'm pretty sure those exploits work perfectly by now.

Hopefully admins will also think about updating the map again and allowing to build buildings a little bit closer to the actual spawn area so that hostile engineers wouldn't be able to reach the high ground with their sentries\ teleports.
