Since this is not exactly a rare case a quite simple solution came to my mind, given that it's possible.
Why not have the !call command detect if an admin is on the server and not send a call if that's true? It could also return a proper reply to the user such as "An admin is present already, please ask them to deal with the situation." (Possibly with an instruction on how to use the admin chat)
There are two immediate downsites that come to my mind.

There are two immediate downsites that come to my mind.
- It reveals the presence of admins on the server. Solution: Go through the call process as usual and return the normal answer while notifying the admin in a server message.
- It will lead to problems with admins being afk on the server. For this case I do not have a solution besides giving the admin a pop-up menu to confirm that they are not afk.
