Spamming: necessary changes (1 Viewer)

Ever since I became an admin on this server, I am frequently pinged about various minor disturbances, with spam dominating all other violations. The problem is the moment there's an admin online, the perpetrators usually stop their activities — right until admin's left. Then they begin again. I see two approaches as to fix the situation:
1. We make spamming a major offense, one that can get you an instant permaban.
2. We fix the map to make spam an unprofitable tactic.

Obviously, I'm all for the second approach, 'cause it fixes the problem at its core instead of remedying symptoms. Sadly enough, I don't know jack about hammer and map editing, so we'll need to enlist some mapping expert to do it for us. What exactly is to be done? Just a couple of simple things.
a) draw a no-fire brush or a location trigger around the reloading area of all the lockers (PM me so I can show you where it is done) OR replace them with lvl3 invincible dispensers.
b) elongate the lowermost room where the team spawns, to about three times its current depth, and put the locker in its far corner.
pt. a alone will fix the majority of spamming, while pt. b will eliminate it completely.

To clarify: I'm not going on about how do I personally see the ideal dm_duel map. I have a metric ton of improvement suggestions. This is not about them. This is about things that should've been done long, long ago.

@Ron, I know you don't participate in the community anymore, but perhaps you could still do us a favour? I'm sure @Kevin can spare a bit from donations for the noble purpose of improvement. If not, I can think of other ways to compensate you.
@Kevin, I assure you this is important. Spamming is the dominant problem on this server, one that must be addressed as soon as possible. If @Ron doesn't want to do it or can't spare the time, it falls on you to find us someone who would. So please, don't ignore it at least this time.
Also, @EvoWarrior5 and @Electrod — I've pinged you a lot lately to sort that kind of thing out, so perhaps you can help me persuade Kevin to act? Pretty please?
 
I'm all for the lvl 3 dispensers, we just need someone to make it happen. I don't think Ron ever really mapped.
 
Then perhaps @Stabbin? He sure did some mapping.
Again, I impress that replacing lockers with dispensers won't eliminate the problem completely (unless the locker in the spawn room gets replaced as well; personally, I'm all for it, but people seem to be reluctant about the idea of no lockers on the map). Hence, elongation, so the time to manually refill your clip and time to hop back'n'forth from the door to the locker would be the same.
 
I believe Stabbin is the only one with Hammer knowledge who's left, and perhaps Jarza.

But good luck getting things to happen.
 
@Jarza and I could team up to redo some stuff. It could sure use some optimization.
 
No. No, no and no. I hate this map. Can't play on it. It's uncomfortable, it's overly spacious, it... gah, just BIG FAT NO. Please.

also no pandas in it :<
